About

Narinah P. Jean-Baptiste joined the Miami-Dade County Attorney’s Office in 2024 as a member of the Land Use & Governmental Operations Section. Currently a member of the County’s Aviation Department, she handles a wide range of matters related to comprehensive planning and zoning, as well as the County’s aviation operations. Before joining the County Attorney’s Office, Narinah was an associate at Weiss Serota Helfman Cole & Bierman, where she advised municipalities on land use and planning, transportation, affordable housing, procurement, and public contracts. Her work consisted of general government matters, regulatory compliance, and providing legal guidance to municipal boards and commissions.

Narinah earned her Juris Doctor from the University of Florida Levin College of Law, where she was honored as the Class of 2021 Commencement Speaker and recognized for extraordinary service. She holds a Bachelor of Arts in English from Florida State University, where she competed as an NCAA Division I track and field and cross-country athlete.

Her legal experience includes serving as a judicial intern for the Honorable Beth Bloom of the U.S. District Court for the Southern District of Florida and working with the Southern Center for Human Rights. Her work has ranged from land use and zoning law to trial litigation.

Beyond her legal practice, Narinah is actively involved in leadership and community engagement. She serves as the Secretary of the Haitian Lawyers Association and has been involved with the Land Use and Economic Development Policy Committee for the Florida League of Cities, the Broward Public Library Foundation Young Professionals Board, the Museum of Contemporary Art in North Miami, ProDev Haiti, and Sant La Haitian Neighborhood Center.

A recognized speaker on planning, development, and transportation issues, Narinah has been featured in Best Lawyers in America® – Ones to Watch: Municipal Law (2024 & 2025) and The Florida Bar News. Fluent in Haitian Creole, she is dedicated to advocating for communities and shaping policies that promote sustainable growth and equity.
